What Is a Registered Energy Auditor (REA)?

A Registered Energy Auditor (REA) is a competent person certified by the Energy Commission (Suruhanjaya Tenaga) to conduct detailed energy audits for affected installations. Under the Energy Efficiency and Conservation Act (EECA) 2024, installations consuming >21,600 Gigajoules (GJ) per year (equivalent to 6 million kilowatt-hours) must appoint an REA to conduct a mandatory energy audit once every 5 years. The REA analyzes energy consumption patterns, verifies equipment efficiency, and submits a comprehensive Energy Audit Report endorsed for regulatory compliance.

Why You Need an REA Now

The periodic energy audit is a legal obligation for large energy users. Missing your audit cycle exposes your company to significant liability.

Confusion Buster: Do You Need an REA or a REM?

Clients often ask if they need an Auditor if they already have a Manager. The answer is yes, but at different times.

Feature Registered Energy Manager (REM) Registered Energy Auditor (REA)
Role Your "GP Doctor" (Continuous Care) Your "Specialist Surgeon" (Deep Check-up)
Frequency Monthly & Yearly (Retainer) Once Every 5 Years (Mandatory)
Primary Task Submits report, monitors EnMS daily. Conducts the full standard Energy Audit.
Deliverable Continuous Compliance Monitoring. The Official Energy Audit Report.

Instruction: You need a REM continuously for supervision, but you must hire an REA every 5 years to validate the system. Techikara Engineering offers both.

Frequently Asked Questions (FAQ)

1. How often do we need to hire a Registered Energy Auditor (REA)?
Under EECA 2024 regulations, affected installations must conduct a mandatory energy audit once every 5 years. However, you may choose to do it more frequently to identify savings.

2. Can our internal engineer conduct this audit?
Only if they are a certified Registered Energy Auditor (REA) registered with Suruhanjaya Tenaga. Most companies hire an external third party like Techikara to ensure the audit is unbiased and compliant.

3. What is the difference between a Preliminary Audit and this Mandatory Audit?
A Preliminary Audit is a quick scan. The Mandatory Audit (conducted by an REA) is a Detailed Audit requiring extensive data logging, measurement, and financial analysis compliant with Suruhanjaya Tenaga requirements.

4. How much does an Energy Audit cost?
The cost depends on your facility's size (GFA) and equipment complexity. However, the audit typically pays for itself within 12 months through the energy savings we identify.

5. What equipment do you analyze during the audit?
We analyze all significant energy users (SEUs), including chillers, boilers, air compressors, HVAC systems, lighting, and production machinery.

6. Does the REA guarantee savings?
The REA guarantees accurate identification of savings. The actual realization depends on you implementing our recommendations.

7. Will the audit disrupt our daily operations?
Usually not. Our data logging is non-intrusive. We use clamp-on meters and sensors that do not require shutting down your machines. If needed, we will wait for the organization's scheduled shutdown.

8. What happens if we fail to submit the audit report on time?
You will be in violation of the EECA 2024 and liable for fines up to RM100,000. The Energy Commission tracks submission deadlines strictly.

9. Can Techikara help us apply for the Energy Audit Conditional Grant (EACG)?
Yes. If grants are available, our REA can help prepare the technical documentation required for the application.

10. Do we need an REA if we are a small office?
If your office is under 8,000 sqm and consumes less than 21,600 GJ/year, you are not legally required to appoint an REA, but a voluntary audit is still recommended to reduce electricity bills.
